Hi,
my setup - office 97, outlook98-using msexchange.
Whenever opening excel attachments from outlook get the error as
stated in subject. Have had this before and can be excel, word, pdf or
anything else which demonstrates buggy software.
Solution:-
Remove office97 [complete](add/remove programs)
Remove outlook98 [complete] (add/remove programes)
Reboot
Delete entire microsoft office folder in program files.
Install AND RUN the office97 eraser (doing an agressive cleanup)

Install microsoft office97
Apply office97 SP2 (ie the latest patch for office97)
Reboot
Install outlook98 (reinstall all components if prompted)
And you should find that your abillity to open attachments from
outlook (hey it said i could do that on the box) has been restored.
I don't know what the bloody problem is, all i do know is that if you
stick to the above method then you achieve a compete removal of office
and its various components.
