Some HTML messages are received as plain text in Outlook 2003

Some messages come in to my inbox as plain text and they were sent as HTML.
I'm being told that it's on my end and it seems to be as I can see the email
in HTML on Outlook Web Access. What could be the issue?

After furious head scratching, Bill J asked:

No. Most messages come through just fine in HTML. It's just an
every-now-and-again thing, but it is constant with this one vendor.

unchecked, yet still it displays in plain text.

I'd appreciate help with this also. No matter how I change the settings,
messages are all text only. Outlook Web Access shows that the message are
viewable as html. The only thing that I can think of that may be causing the
problem is that I install CA AntiSpam and then removed it. I've re-installed
Outlook, but...
