Some submitted forms dont have a link to the Template

Hi All,

I created an infopath2003 form which submits to a sharepoint2007 form
library. All users can submit the form fine but when you try and open
completed forms, depending on the user that raised the form - some open and
some dont. On further investigation and opening the troublesome forms in
Notepad i realised it is not adding the template URL (href) to the xml file.
I know re-linking the forms will fix it but I dont want to have to keep
checking the form library and re-linking everytime someone raises a new form.
Does anyone know what the underlaying issue maybe?

Anyone got any ideas? I have now noticed that this only happens with PCs
that have office 2003 and a 2007 app (ie project 2007, visio2007), if you
just have office 2003 on and no 2007 app then it always puts the HREF
template location in fine
