some worksheets have no 'splitbox'

One workbook I'm using does not have the 'splitbox' on the
vertical scrollbar so you can view 2 parts of the
worksheet at the same time. Other sheets in the workbook
DO have the splitbox. Anyone know why this is so and what
I can do to get this capability on all sheets?
