Sort Orders in PWA and in File Open dialogue box

Hello,
We have a problem with the sort orders in Microsoft Project Server Web Access.
When viewing the build team screen in Project Web Access, the "Filtered
Enterprise Resources" are not in Alphabetical Order. The resources are sorted
in groups initially from A to Z, then C to T, then A to X. I am unable to
identify how each person falls in a particular group, or how project
determines the sort order. We do have 1500 resources in the system.

Thanking you in advance for any guidance or help you can provide to correct
this problem.
