Sorting a CSV text file

Operating System: Mac OS X 10.5 (Leopard)
Processor: Intel

I need to convert motorsport car numbers/times from a 'sequential' CSV format to .xls output, sorted by competitor number.
To better explain the question, I have a small .xls file showing both input & output formats (manually assembled!)
