Sorting by Ticket #

I have my report to group by comment (if same comment want it only displayed
one time) then by ticket # however sometime for One specific clientid I need
to see the comment listed out everytime and not grouped by comment. How in
the group by dialog box can I say that this grouping doesn't apply to that
one clientid????
