sorting multiple columns

I have a very large spreadsheet, however, I want to sort
by Country, last and first.

It will sort by country with no problem, however when I
review the last name column, they are out of order. For
instance in the one country, when I check the last name,
a person with the last name starting with "G" came after
a person with the last name starting with a "T".

I'm not sure what I need to do to get this to work.

I cannot reproduce that, all my countries come out OK and within each
country all last names are sorted.
You have to select all the data, then sort by country, secondly by last name
and make sure both are ascending
