Sorting or summing data column into correct rows

I have paired data (values) in two columns, A, B. I want to look at column A,
determine which range of values it falls between and then place the
corresponding value in column B into other columns.

Data Ranges
A, B, 0-0.9, 1-1.9, 2-2.9
1 ,5 , 5,
2, 1 , , 1
0.5,2, 2 ,
