SP-D, I selected File, New, workflow is not listed as a possibilit

I just downloaded Sharepoint-Designer, opened my Sharepoint site,

http://myserver/mysite

But when I select File, New, workflow is not listed as a possibility.

Do I need to install something else? or what?

(Also, when posting a question, what is the right selection for Sharepoint
Designer questions? Office General Questions, or Office Developer
Programming or ?)

Any help pls?
