SP1 will not install, Update website thinks it already has update.

I have multiple machines with a messed up install of Office 2003. The Office
Update website feals SP1 is installed. When you run SP1 it says it is
already installed. When you look at the version of the individual
applications they are at Pre-SP1 levels. (EXCEL.EXE is 11.5612.5606).

I have tried the many suggestions including Article#884298, #873039 and many
others.

Have you tried repairing the Installation? Help -> Detect and Repair.

If your Office products have become corrupted then you may want to consider
uninstalling and reinstalling Office, then visiting the website and getting
the updates fresh again.

Reinstall works, however this problem was on a large scale. (about 150
devices). After replacing the MSI file in the C:\windows\installer directory
for Office the updates were able to be installed.

Turns out the MSI had the SP installed but the SP did not update the other
files.

Woah, you manually replaced the cached MSI in the c:\windows\installer
directory? I hope this was under the guidance of PSS or MCS, manually
tweaking Windows Installer management data can lead to some unexpected
behavior.
