Go to Start, run, type in services.msc.

Look at BITS. Is it running? If not start it?
If you can't start it, what is the error message?

Google the error message

BITS = Background Intelligent Transfer Services.

i was having exactly the same issues that have been reported here and
elsewhere with teh Office SP2 update..

during the process, i noted that the Office 2003 addon components i use
(Visio and Project ... both 2003 versions, all previously kept up to date),
updated to their SP2 forms without incident, while the core would not. i
noticed in the add/remove pane that these "core" applications (Office
Professional, OneNote, and Frontpage) all shared soem of the previous SP1
and interim updates.

attempted to uninstall Office Professional, but it repeatedly failed, so
shifted gears and focused on OneNote (closely linked to te core Office
installation). after uninstalling and reinstalling OneNote the SP2 update
worked fine, but Office itself would still not update or uninstall ..
repeated the process with FrointPage (total delete, reinstall, and
successful application of it's SP2 update). finally removed, reinstalled
Office Professional and it would accept the SP2 update.

all Office/Outlook configurations were retained and so far is working fine.
additionally, the Outlook junkmail filters now apply properly ... formerly
they were not.
