SP3 for Office Pro 2000

Having a really HARD time with this update. The installation program looks
for "SIGNER.DLL" in the wrong location. This latter seems to be in the CD 2
but it doesn`t even exist. Question: why this ...holy file could not just be
bypassed by ignoring it?
