SP3 update to Office XP will not install

The Update will not check my computer. I downloaded the SP3 update and tried
to install. I get an error "Office Hotfix Installed encounted a problem" and
it won't install the update. I have never updated my Office XP Professional.
What am I doing wrong

The URL suggests "Disable the DisablePatch system policy" but does not tell
how to do that.

Actually, yes it does. Did you read the whole article? At the bottom
of the article, there is a link to "How to configure Windows Installer
for maximum security", which tells you what to modify in the Windows
registry.
