SP3 will not install on Win98 workstation

I was successful in installing MS Access 2000/SP1, but
received an error that SP3 was not finding the expected
installation. Any ideas?

Unlike the OS updates, the Office updates need to be applied in order. Have
you installed SP2? The Help|About box will say SR-1 with either Sp1 or Sp2
installed, you have to check the actual Access verison number to see the
difference.
