Are you sure it isn't being suppressed? In Print Layout view, the space will
be shown, but it will be above the top margin line (if you have text
boundaries displayed). If it really isn't being suppressed, there are two
things to check:
1. If you have inserted a manual page break (or the style is formatted as
"Page break before"), space will not be suppressed unless you enable the
Compatibility Option "Suppress Space Before after a hard page or column
break" (this option is available only in more recent versions of Word.
2. If there is no page break, make sure that the space before is not
actually line spacing. If your paragraphs are set to an exact or multiple
line height, this may result in space above the line. This also can be
suppressed in Tools | Options | Compatibility.
