Spam Filter for Outlook 2002 does not work

No spam ever gets moved to my spam folder despite my having activated the junk e-mail move settings in "organize." I am using Outlook 2002 SP-2 in Office XP Small Business Edition. Does anyone have any advice? I also am not able to find an update to the Filters.txt file used by Outlook to supposedly detect and move spam. Thanks.
