Spanish Language as default Word 2007

II have been tried to set Spanish language as default in Word 2007 but when
new document is created it goes back to English language again.
How I can fix this.

Tools -> Language -> Set Language...
(select the type of Spanish and then click Default...)
You will be told "Do you want to change the default language to Spanish?
This change will affect all "new documents" based on the NORMAL template.
