Special Characters instead of Quotation Marks

I recently upgraded to Outlook 2007, on Vista Home Premium edition. When I
type a quotation mark in a new message, " (i.e. SHIFT + "), I get a special
character instead (È -- a capital E with an accent grave). Thus, "my name is
Evan" appears as ÈMy name is EvanÈ. My keyboard is set to the US format.

In the Canadian multi-lingual standard (I'm Canadian), the " key does give
an È (E accent grave); however, I have not set my computer to this standard.
Anyone know why I'm getting the wrong symbols?

Is this only happening in Outlook, or other programs as well?

Your keyboard is a US keyboard? And in Control Panel | Regional and
Language Options you have set the keyboard to the US layout?
