Using MSP2003, ENT
Forgive me if I word this incorrectly. What I’m looking to do is create or
modify an existing Group (maybe Executives). This group will need
permissions to look into projects with-in there domain sort of like Project
Integrators. They will need to have sign-off capabilities on projects
created by their PM’s before they are sync-d up with the server and also be
able to view ongoing status progress for both work and financials

The one requirement in your list that 2003 does not support is the
Propose-a-project and then approve-a-project workflow. However, 2007 does
have this capability. Your other requests are supported by the executive
group out-of-the-box.
