Speech Recognition in Office XP

I am unable to activate the Speech recognition in Office
XP. When I click on the Tools/Speech button, nothing
happens. I have activated the program, checked that the
microphone works and did a "training session". Nothing
works. In trouble shooting, a ref. is made to the Language
Bar, but I get no Language bAr. Another rec. is to go to
Control Panel and double click the Text icon to check an
item; but my Control Panel has no Text icon!
Any suggestions?
