Speech recognition link under tools in word does not launch bar ?

I have activated the speech recognition under "Speech" icon in control panel
and the lanuage bar does not launch when selected in Word under tools
"Speech". Any help would be appreciated. I am using XP Professional / Office
Proffessional 03.
