How would I import digitally recorded voice from my digital recorder into
Microsoft Office Speech Recognition Program?

I don't believe this is an option. Speech Recognition is meant to be
used as a direct dictation feature through a microphone to an Office
app. I don't know if it is possible to import prerecorded files and
have them recognized.
