Speed of Shared Access DB

We are using Access 2002 across a network using Windows 2003. Access is
loaded locally and we have a database stored on a shared drive on the server.
When one user connects fine, when 2 connect ok but beyond 2 users the system
slows down terribly on saving, opening etc. We have split to having part of
DB on local machine with main data etc as BE on server but still the speed
issue continues. Any suggestions on what to do next?
