spell check opens PictureIt

I'm sure this is redundant, but is there a simple fix furnished by Microsoft
for the problem of spell check in Outlook Express opening Picture It?
Everything I find is way too advanced for my limited experience. The Dell
Deminsion computer I bought came with it installed and Dell says it's
Microsoft's problem and Microsoft says it's Dell's problem and I can't get
any help. HELP
