Spell checker in Outlook 2003

Error message "Error occurred while checking spelling" in Outlook 2003. In
Publisher 2003 msg " Publisher cannot load the speller or dictionary." Spell
checker seems to be functioning in Word 2003. Have tried running Detect and
Repair, and Setup through Control Panel/Add Remove Programs/Microsoft
Office/Change with no resolution.
