Detect and Repair has never worked on proofing tools. Reinstalling Word does
not fix any problems with documents or registry settings.
In this case a quick trip to help and typing "spelling" would have yielded
the answer: your text is labelled with a "don't check spelling" flag. Select
the text, Tools > Language > Set Language to clear the flag and then [OK].
