Spell checking errors with "Cannot locate German Proofing Tools"

Microsoft office tools language settings are English. Word settings are
English. When spellchecking error message "cannot find German proofing tools
(Germany). If you have the proofing tools load or re-load them". Clicking OK
on this error msg causes the spell checking to default to Spanish. I have not
tried reloading the proofng tools. Are they included in Word? Should I reload
Word instead? I don't know that they were ever loaded separately.

Open a Word document that has the described problem, press Ctrl+A
to select all of the text, and click on Tools | Language | Set
Language | <choose your language> | uncheck the "Detect language
automatically" and "Do not check spelling or grammar" boxes |
Default | OK. Then press F7 to rerun spelling and grammar
checks. If you are prompted to save changes to the Normal.dot
global template when you exit Word, say yes.
