Why won't either appear when importing a file from 98 into 10.2.6 on
X. Neither appear under tools. Is there something I'm not doing
correctly.

Hi

If this only happens with one particular document it is possible that the
document has properties that turn those features off in the menus. A long
time ago there was a menu editor that let you do such things. For backward
compatibility Word still honors those settings.
