Spinner button format control - no control tab

I am using Excel 2003 - usually when I draw my spinner button and want to
format the control I am shown a control tab option having selected format
control. I have tried everything to bring the tab back but to no avail.

When I copy paste spinner buttons from previous projects out of their
workbook and paste into a new one the control tab is there but not ever with
a new button. This is the case with my windows 2000 machine and my colleague
upstairs who is on XP.
