split the tasks or reschedule uncompleted work to start after?

If I have a project that is put on hold for a week is there a rule of thumb
or a best practice to determine if I should

- split the tasks, or
- reschedule uncompleted work to start after....in Update Project?

We use reschedule the work after [date].

Sometimes we have a change in direction on our programs. If this happens,
we are sometime asked to close the opened work packages, take 100% as of a
date, and then continue on with the remaining work under new direction.

In these cases, we have to enter the remaining duration on a new line since
the prior work moves to 100% complete.
