Splitting an archive folder according to sent or received dates

We had a huge pst file containing 2006 and 2007 e-mails and we used the
archive function with the intention of moving all the 2006 e-mails to a new
pst file.
In the Archive window, we set "Archive items older than:" to 01/01/2007 and
we selected the "Include items with 'Do not archived' checked" check box.

The resulting pst file contains 2006 e-mails. So far so good. But our
problem is that the initial pst file still contains more than a thousand 2006
e-mails that were not archived, as shown in the Advanced Find result window
(we searched for all items sent/received on or before 31/12/2006).

According to the on-line help of Microsoft Office, the Archive function uses
the Modified date and not the Sent or Received date. This could explain the
result we got. However, out of the thousand 2006 e-mails that were not
transfered, a significant portion show a Sent/Received and Modified date in
2006. This is of course not the expected result. Could you please tell us
what the Archive function logic is?

The initial pst file was built with Outlook 2000. The current version of
Outlook is 2003.
