Spooler errors

We get spooler errors when resources are assigned to a project. We use the
Build Team from Enterprise, but still get the following error:
MESSAGE TYPE: Publish New and Changed Assignments
ERROR: The manager cannot create the resource account (0x8C040017)
The error occurs when a PM or Admin tries to add a resource. (Yes, they
both have permission to build a team and none of the group permissions use
the Deny access feature.) We get a similar message when we delete a resource
from a plan. This problem did not happen on our original test servers, but
it is happening on out new Prod configuration. We used the exact same
checklist for the Prod install, but cannot find why the spooler errors
continue to occur. Please let us know what we've overlooked or what we can
do to rectify the situation. Your assistance will be greatly appreciated.

Thre is a global permission about managers creating user accounts from
Project. This is the permission causing this. It is a 'bug' of sorts
since it is happening because the permission is set to NOT allow the
creation. But the spooler throws the error because server did not let
it create the account for a local resource.

The good news is that there is NOT ANY long term problems from this.
The error message is the only ill effect. You can safely ignore this
error.
