Sporadic issues replying and forwarding emails

My boss has Outlook 2007 on an XP machine. He is the only one running it.
Occasionally it will not allow him to reply or forward an email. It either
does nothing when he clicks on it or gives him a Outlook cannot send this
item error message. The email sends fine in web access.

Is that the exact error message in its entirety? Is there any similarity in
the emails that are causing the error?
