spot color problems

publisher 2002
spot color lines wont print out solid 100%
they keep coming out 99%
tried .PS Wont work anyone else having this problem
please! Respond

I'm Output film to a Luxelle 9000 fuji Image setter

This problems is not the printer
If i creat Postcript and distill it still is 99%
Also not just Spot Color it is in the black also
seems to be in Text art also all the time
