Can anyone tell me what table RISKS and ISSUES are stored
in in the SQL server database for ProjectServer?

Hi,

They aren't. Risks and issues are stored as lists in the Windows SharePoint
Services SQL database for Project Server 2003 and ain a proprietary format
for PS 2002.

A dirty way of finding what is done is to turn on SQL Performance Analyser
then you can see where things are getting stored by checking the Stored
Procedures executed .....
