SR-1 update fail!

Did anybody meet this problem when performing office2000 adminitrative
update by SR-1(copy from event log):

Product: Microsoft Office 2000 SR-1 Professional -- Error 1328. Error
applying patch to file C:\Config.Msi\PT37E.tmp. It has probably been
updated by other means, and can no longer be modified by this patch. For
more information contact your patch vendor. System Error: -1072807676

how could that file(PT37E.tmp) just been extracted by the installer has been
updated by others?
