sr1a error 1321

I had to re-install office 2000 pro and when I try to re-apply sr1a, I keep
getting the following error:

ERROR 1321. THE INSTALLER HAS INSUFFICIENT PRIVILEGES TO MODIFY THIS FILE:
D:\PFILES\COMMON\SYSTEM\MAPI\OUT40.EXE

the D: just happens to be my cd-rom drive, why is it trying to write to it???
