Staffing Requirements Model

This isn't really a Microsoft Project question but I had such great
support last summer with my Project questions that I thought I would ask
it here anyway.

I need to predict (model) staffing requirements for a small organization
that processes applications. I have stats on current workloads and
estimates on how long the processing takes today, and any backlog/queue
times. Given changes in workloads I need to project new staffing
requirements.

I'm looking to build a spreadsheet for the model and would be interested
in looking at other spreadsheet models, or hearing others' experiences,
or other places where I could find the info I need.
