Standalone Access Database

I made a simple database project that I would like to
install on a standalone pc. However, I don't want to buy
and install a copy of access. Is there a way to package
the database to run without access installed? Similar to
the way a powerpoint project can run with a separate
executable module even if powerpoint isn't installed.

Additionally, I want to make this an active database which
will allow data entry and changes.

You can do this with the Developer's Version of Office, but for a single installation
it would be cheaper to buy Access and install it. You have to have at least
"several" runtime installations before the cost of the Developer's Version reaches
the break even point.
