Standard and Formating Toolbars share one row is greyed out

In a machine running win 2k and office 2k on the View-->Toolbars--> Cotumize
dialog box the "Standard and Formating Toolbars share one row" option is
greyed out so that I cannot change it.
How do I restore this option?
