Standard Catagorys for entire Exchange users

Greetings,

I am trying to find a way to take a set of Catagory's from the owner
computer or make a new set of them and apply them to all Office 200
clients.

Is there a way to do this with out touching every single users system?

With Exchange and Group Policies you can deploy the categories only but not
the colors. If you also want to share the colors, you can use Category
Manager; that's an addin that needs to be installed on every computer. For
