Standards on the toolbar...

I have a strong preference for using "good practice", if not "best
practice" when it comes to coding my HTML. I've largely beaten
FrontPage 2003 into submission; the code that it generates for me is
pretty close to standards-conformant, and I even tend to avoid
deprecated usages. I am also very much in favor of using
semantic-oriented tags in preference to presentation-oriented tags, and
apply presentation elements via CSS.

One of the things I have to do to achieve this is use FORMAT > FONT to
select the checkboxes for STRONG or EMPHASIS, instead of using the B and
I toolbar buttons. The latter use the deprecated presentation-oriented
tags B and I for applying bold and italic.

I would like to add buttons to the toolbar that work exactly like the B
and I buttons do, but which apply/toggle the STRONG and EM tags instead
of the B and I tags.

Can someone point me to either a download for this, or information
sufficient for a non-Windows programmer to build this functionality?

1.0 its free.
