Start Enforcement in a table is grayed out

We just recently switched to 2007 and I'm still struggling. Anyhow, I just
created a table in Word and am ready to set it up for use. I have checked
the box for editing restrictions to allow for "filling in forms". When I go
to start enforcement it is grayed out and won't let me click on it. But yet
if I go to a brand new document and start a dummy table just to see if I get
the same thing it isn't grayed out. Any suggestions?

If you don't have the Developer tab displayed yet, first go to Office button
Word Options and turn on that option.

On the Developer tab, if the Design Mode button is active (orange), click it
to turn it off.

If that works, the next question is why it was turned on. Have you inserted
any items from the ActiveX area of the Legacy Tools button's dropdown? Or
put any macros into the document?

Yes, that worked. In response to your question, yes I had inserted text
boxes but didn't like how they acted so I ended up removing them and going
back to the legacy text box.
