Start Enforcing Protection grayed out

I am trying to track changes to a word 2003 document. Under Tools, Protect
Document, Formating restrinitions is unchecked, but I check Editing
Restriction and choose Track Changes. However, Start Enforcement button
"Yes, Start Enforcing Protection" is grayed out and I cannot click it.

Any ideas on what is going on?
