Start new Heading (Level1) in a heading list

I'm using word 2003.

I have this:
1. Heading 1 level
1.1 Heading 2 level
2. Heading 1 level
3. Heading 1 Level
3.1 Heading 2 level
4. Heading 1 level
5. Heading 1 Level
5.1 Heading 2 level

I like to have this:
1. Heading 1 level
1.1 Heading 2 level
2. Heading 1 level
6. Heading 1 Level
6.1 Heading 2 level
7. Heading 1 level
12. Heading 1 Level
12.1 Heading 2 level

When I position the cursor in a heading level 1, I like to change that
numbering to start at anoteher number (for example 6). And the rest of the
document should numbering from 6 and up. And this I like to do several times
(see list the list abowe, numbering 6 and 12).

I developing a template to a customer, and they like to have this
implementation.
How do I make this manual in Word? And how do I make this with VBA?

Have the cursor on the title you wish to change, do not fully select the text
line, just have the cursor on the line. Format, Bullets and Numbering,
Customize, Start at: (this should state "3" as per you example) change this
to "6", OK
