Startdate incremented with Work hours in FileOpen

The startdate is incremented with the Work hours when I import tasks with the
Fileopen command in VBA. The is not a standard Project calculation is it? If
I import Startdates without Work and then type Work hours manually, startdate
is not incremented. Constraint type is even "Must start on". Is this a bug
maybe?
