Starting Visual Basic Editor crashes Outlook and cannot send emailfrom Access

Hi there,
I recently migrated from a PC with XP SP2 to a workstation which runs
XP (32 bit). Since then I have been having a couple of problems with
Outlook. When I attempt to open the Visual Basic Editor inside
Outlook, Outlook crashes with the general "MS Outlook has encountered
a problem and needs to close" type of error. Also, when in Access
2003, using a macro that allows a report to be exported and attached
to an email I get two separate errors. If Outlook is concurrently
open, the error is "Could not Start Outlook". If Outlook is
concurrently closed, the error is "Not Implemented". This system of
applications/macros worked together just fine on my old PC. I hope I
have provided enough information.

Here is what we have tried, not necessarily in order:
Detect and Repair Outlook both with and without dumping custom
settings - did not work

Delete old Outlook profile and rebuild new one - did not work, have
done this multiple times

Re-install MS Office 2003 did this once - did not work

VbaProject.otm - was originally missing from D:\Documents and Settings
\username\Application Data\Microsoft\Outlook and I could not create
one because I cannot get the VBE to open. So I went to another
computer and made a clean one with msgbox "Hello World" and put it in
the proper spot and attempted to open the VBE from inside Outlook.
Then I could get as far as clicking "Enable Macros" in that box
before getting the general MS Outlook crash. So, this did something
but not everything.

Disabled Items in Outlook says "no disabled items"

Installed Service packs 5 and 6 for Visual Studio 6 - did not work

We're at the end of our rope. Any help appreciated
