You could go to the 'My Notebook' directory under My Documents and by right
clicking the notebook file that you want to start up in, drag it to the
desktop and select "Create Shortcut Here"

Then you could place that shortcut file wherever you want (ie start menu
etc)

There are several command-line switches available to OneNote, one of which
will allow you to open up to a specific named section. If you create an icon
(or edit the existing ON icon) including this switch, you can accomplish
this.

Search the online help for the term "Customize how OneNote starts". The
resulting article has a lot of tips and ideas on changing ON's startup
environment.
