startup location in word does not use secified in TRANSFORMs file

We are about to upgrade Office 2000 to 2003 but when we deploy, it will not
remember the specified statup file location in word. So our macros don't load.
It seems to only default to office default.

I've set the patch correctly in the mst TRANSFORMS file but it seems to skip
this setting only.

Any help appreciated

What is the location you're using (i.e. on a server, local PC, trying to use system variables, or ????

It's a server location that is mapped drive to all workstation. If I set it
to this server manually after the upgrade to 2003 it's fine but it will only
work for the logged in user and would have to do this for all users. I
assumed that when you specify this in the mst file it should use that.
